The low presence of state institutions and the lack of effectiveness of ordinary justice in the majority of the original communities of the Bolivian highlands mean that Bolivian justice still remains in force in most of them, as is the case of the Cangun Lagunillas (Department of Oruro ), where this story takes place where two community members accused of stealing llamas are discovered and executed by the community, the authorities and the divinities that come into play when imparting this type of justice.
